Dog Poo Comments:
1) Walkers need to share in the blame
2) There have been no bags available in weeks – who restores them?
3) The garbage can is either gone or buried – I suspect the latter. Having an easily accessible can would facilitate poo management.
4) I certainly keep track of my dog, but I am sure there are times when she gets playing with other dogs and I miss something.
5) Maybe signs by the empty bag container would help

As a groomer, passing the buck is insulting.
Sure, CONVENIENCE oh having poo bags and trash cans provided for you is nice. But it is just hat- a convenience.
AS THE DOG OWNER, there is only one person responsible for poo bags, pick up, and appropriate disposal. It is NOT JNSki, CBJ, USFS, or anyone else.
There is no distinction between skier, walker, or broom rider. Your dog, your responsibility.
Good comments. The local USFS office maintains the campground, not sure who provides the benefit of dog poo bags. Walkers and skiers might take dog waste bags to their own garbage if that one is full. You might confer with the USFS before posting a sign. The JNSC grooms only in winter.
